The newly sanctioned posts will be filled in phases. They include 2,292 Level-6 posts and 3,372 Level-7 posts. In the first phase, recruitment will be carried out for 2,832 of these newly created positions.
Alongside the new posts, the process of filling 21,978 existing vacancies in the Railways will also move forward. A proposal has been made to begin recruitment for the second phase of the newly sanctioned posts after around 80 per cent of the existing vacancies have been filled.
At the same time, the Railways is restructuring its post structure by surrendering 10,939 lower-level posts. This means the organisation is simultaneously increasing positions at the technical and supervisory levels while reorganising its existing manpower structure.
The 5,664 new posts include a significant share of positions linked to engineering and operations. In civil engineering, there are 424 Junior Engineer (JE) and 860 Senior Section Engineer (SSE) posts. The electrical department has 364 JE and 739 SSE posts, while the mechanical department has 265 JE and 537 SSE posts. The Signal and Telecommunication department includes 336 JE and 683 SSE posts.
The operational and commercial departments will also receive additional positions. These include 533 Station Master/Controller posts, 356 Station Superintendent/Chief Controller posts, 334 Chief Commercial-cum-Ticket Supervisor posts and 143 Commercial Superintendent posts.

Posts have also been included for the Stores department, including Depot Material Superintendent and Chief Depot Material Superintendent positions.
Separately, the Railway Board has issued an important order concerning the promotion rights of railway employees with disabilities. Under the order, 1,023 supernumerary posts have been created for notional promotions.
Of these 1,023 supernumerary posts, 38 are gazetted positions and 985 are non-gazetted positions.
The combination of new technical and supervisory posts, recruitment against existing vacancies, restructuring of lower-level positions and the creation of supernumerary posts for notional promotions marks a significant change in the Railways' human resource structure.
